Duration: 2 years

Deadline: July 31st. If students miss the deadline, they are advised to take a one year Russian Preparatory course which will give them an opportunity to be independent, work in Russia as well as enjoy the social life in Russia freely. After one year they will be admitted in the 2-year English medium Master program.

Curriculum

The Core Curriculum, which is taken primarily in the first two semesters, focuses on the fundamental knowledge and skills to enable students to master global public policy.  It consists of courses in a range of disciplines – political science, economics, history, and management science.  The core provides students with a common experience in the essentials of public policy that will make MGPP graduates clearly recognized as exceptionally well-prepared professionals capable of tackling the world’s most pressing policy issues.

The two Concentrations, which students will choose from at the end of the second semester, are “Russia and the World” and “Global Development and Emerging Economies.”  The first concentration will focus on the ever-changing relationship between Russia and the global community, with scope for both students who wish to examine current policy dilemmas and those who may seek to understand Russia through an historical perspective.  The second concentration will have at its center the emergence of the BRICS countries (Brazil, Russia, India, China, and South Africa) and the increasingly important role of various international organizations such as the G-8, G-20, and APEC.

All students will choose a final project in their third semester, either a research-based Thesis or a practice-based Capstone Project, and be supervised by faculty advisors.  Students will present their final results at a conference before the RANEPA community and invited guests.

SEMESTER 1
All MGPP students take the following five courses as a cohort in the first semester.

2. Governance: Origins and Concepts
3. Research Methods
4. Economics for Public Policy I
5. Russia and the World

SEMESTER 2
All MGPP students take the following five courses and a non-credit Professional and Career Skills Development Workshop as a cohort in the second semester.
1. Economics for Public Policy II
2. Statistics for Public Policy
3. States and Markets
4. Public Management
5. ANY ONE of the following courses:

Global Governance
International Trade and Development
Sustainable Development

6. Professional and Career Skills Development Workshop (required non-credit course)
All students will also attend a required monthly public policy seminar, the McKinsey Global Public Policy Forum, in this semester.

SEMESTER 3
All MGPP students take the remaining two core courses and the “Thesis/Capstone Design and Proposal Workshop” as a cohort. They also take the required workshop and seminar from their chosen concentration.  Concentration 1 is “Russia and the World” and Concentration 2 is “Global Development and Emerging Economies.”

Faculty and Teaching Philosophy

The MGPP will be delivered by world-class faculty, drawn from Russia, Europe, North America, Asia, and the BRICS partner institutions. The program will be guided by a teaching philosophy of engagement, experimentation, and exposure to cutting-edge theory and proven practices. Students will be encouraged to question, critique, explore, and examine key and emerging global policy issues, guided by faculty and senior policy practitioners from government, NGOs, think-tanks, international organizations, and the private sector.

Leadership
The first Director of the MGPP is Professor Robin J. Lewis (Ph.D.), who was Associate Dean of the School of International and Public Affairs (SIPA) of Columbia University from 1985-2007. He also served as the first Executive Director of the Global Public Policy Network (GPPN), an innovative consortium of graduate public policy programs founded by SIPA, the London School of Economics and Political Science (LSE), l’Institut d’Etudes Politiques de Paris (Sciences Po), and the Lee Kuan Yew School of Public Policy at the National University of Singapore (NUS). He was instrumental in establishing a now fully-operational system of dual master’s degrees between the four institutions.

Global Partners

The MGPP is being created with the advice and active support of a number of leading public policy experts from the US, Canada, China, Brazil, South Africa, France, Singapore and other countries.  The World Bank is a strategic partner and RANEPA is developing collaborative partnerships with global public policy institutions, including the newly-established International Development and Public Policy Alliance (IDPPA), which has the following founding members:
