At the end of the  course and having completed the  essential reading and activities students should:

  • discuss why financial systems exist, and how they are structured
  • explain why the relative importance of financial intermediaries and financial markets is different around the world, and how bank-based systems differ from market-based systems
  • understand why financial intermediaries exist, and discuss the role of transaction costs and information asymmetry theories in providing an economic justification
  • explain why banks need regulation, and illustrate the key reasons for and against the regulation of banking systems
  • discuss the main types of risks faced by banks, and use the main techniques employed by

accounting information; the definitions of an asset and a liability; recognition and measurement in financial statements; international framework. Narrative reporting and issues of corporate social responsibility.
Economic and accounting concepts of income, capital and value with particular reference to Hicks’ income concepts

Strengths and weaknesses of historical cost accounting. Bases of asset valuation. Capital maintenance concepts and various associated techniques

Current value accounting systems, Current purchasing power accounting, Replacement cost accounting

Management accounting

Syllabus

Chapters 1  and  2   give particular emphasis to the role played by management accounting in the support of strategic  decision making. Chapter 3 adds the elements of uncertainty and capacity constraint.
Chapters 4 to 11 address various costing techniques, showing their underlying logic and demonstrating their most appropriate use. These techniques enable different analyses which are aimed at tracing
the consumption of resources back to units of products or services. The choice between them will be seen in light of the different aims that  the decision makers are hoping to achieve.
Chapter 12 explores the link between measurement and management, making the information created by activity -based costing (ABC) an essential tool for strategic management of an organisation. These decisions imply wider and longer commitments for a company,as explained in Chapter 13.
Chapters 14 to 19 close the loop opened at the beginning of the study guide with regards to the role of management accounting in strategic management.
Chapters 14 to 16 will demonstrate how the concepts  and techniques presented in the previous chapters can be used for advanced management practices,such as budgeting and controlling in a strategic context. Chapters 17 and 18 will explore how management accounting can enable performance evaluation aimed at supporting daily and strategic decision
making. Chapter 19 brings it all together by emphasising the use of comprehensive frameworks, such as the balanced scorecard,in strategic decision making.
The study guide closes with Chapter 20, where scenarios and questions are proposed to address all concepts in a systematic way.

The first ‘Philosophy, Politics, Economics’(PPE) program at the undergraduate level was introduced at Oxford in the 1920s as an update of classical educational programs called ‘the Classics’ or ‘the Greats’, which were well known for their emphasis on ancient history, classical philosophy and languages. The PPE program was presented as ‘Modern Classics’, or ‘the Modern Greats’, and was initially intended for young people seeking to enter the public service. For them, ‘the Classics’ were considered obsolete and unable to deliver the knowledge and skills necessary for public service in a modern state.

Oxford PPEs became an important source for replenishing British and international political elites. Among their notable graduates are the current UK prime minister David Cameron; the current leader of the opposition Ed Miliband; former UK premiers Harold Wilson and Edward Heath; the current Prime Minister of Australia Tony Abbott; outstanding political and military leaders from other countries, such as Zulfikar and Benazir Bhutto, Solomon Bandaranaike, Pedro Pablo Kuczynski, and Wesley Clark; as well as famous social thinkers, such as Isaiah Berlin, Roy Bhaskar, Guido Calabresi, and many influential journalists and business leaders.

Following the Oxford model, many universities in the UK have launched their own PPE programs (York, Warwick, Manchester, Lancaster, Durham etc.). Likewise, some prestigious U.S. universities, such as Yale (‘Ethics, Politics and Economics’), Carnegie Mellon and others have done the same. In recent years, this trend has spread to continental Europe, especially Germany (Hamburg, Witten, Konstanz, etc.), Italy (LUISS, Rome), and elsewhere: China, Japan, Australia, South Africa, Israel, Turkey, etc.

In the UK, Master’s programs of the PPE/PEP (“Politics-Economics-Philosophy”) type are currently offered at the London School of Economics and University College London, as well as the Universities of York, Essex, Edinburgh another others; in Germany at Witten/Herdecke and Bayreuth Universities in Hamburg; in the Netherlands at Erasmus (Rotterdam) and Leiden Universities; and in Switzerland at Bern and Basel Universities. In the U.S., a similar program has opened at Duke University. Holding the seventh (1st in the UK) position in The Times Higher Education 100 Under 50 world ranking, i.e. among “younger” universities under 50, York University plays a leading role among PPE Master’s programs.

PPE/PEP programs provide advanced training in the core disciplines of political science, economics and philosophy, enriching opportunities for its graduates to choose educational and professional tracks in the future and preparing them for jobs requiring a broad outlook and the ability to work in an interdisciplinary environment. The qualities and skills of PPE graduates are needed in such fields as political and socio-economic forecasting, analytical support for policy decision-making, institutional design, assessment of new social phenomena in emerging knowledge-based societies and new trends in the social sciences.

Outline of the Program

The mission of our PEP program is to provide an opportunity for a cohort of bright, ambitious and motivated students to master two basic areas – economics and political science – as well as to broaden their philosophical outlook, develop critical thinking and social communication skills, and enhance their social and academic capital.
The PEP program is intended to provide new opportunities for the most talented young people motivated to absorb new ideas, tools, and techniques developed in the social sciences. It is open either to the graduates with a solid background in quantitative methods (mathematics, econometrics, computer modelling, etc.) striving to apply them to the most pressing social and economic problems, as well as to young philosophers and social theorists concerned with gaps and controversies in contemporary social sciences.

The program offers two professional career tracks for its students:

Experts and consultants in the field of strategic decision-making in either public bodies or non-governmental organizations (government, ministries, political parties, PR agencies, business analytical centres, NGOs, etc.)
Analysts, researchers and teachers in academia who are motivated to continue their studies in PhD programs at leading universities in Russia and abroad.

What is the target group of the program?
The PEP program is designed for people who are not satisfied with too narrow specialization in their undergraduate training and who are ambitious enough to expect more from their future. We are looking for bright graduates from leading Russian and foreign universities with wide interests who are ready to be at the forefront of events, either in politics or social sciences. We welcome – among others – graduates from undergraduate programs of participating faculties aspiring to strengthen their intellectual outlook and capacity, acquire additional skills, or master new professional and career tracks. The program is also open to those with a solid background in quantitative methods (mathematics, econometrics, computer modelling, etc) who wish to apply them to the most pressing social and economic problems, and to young philosophers and social theorists concerned with the gaps and controversies in contemporary social science.
Uniqueness and the advantages of the program
The PEP program is designed to master tools that address not only standard tasks characteristic of most social science programs, but also the approaches applied in the goal-setting activities, implying analyses of values and harmonizing interests in social and economic classes or groups.
Graduates of the PEP Master’s program acquire knowledge and skills to govern social processes, i.e., to design and implement strategic political projects beyond or ‘above’ routine management. Their potential can be applied in strategic planning, political forecasting and programming, and modelling political and social processes. Their professional capacity is based not only upon specific analytical methods (which is an essential prerequisite), but also on their broad intellectual outlook and comprehensive understanding of social processes. This is achieved through philosophical courses, training in critical thinking and social communication, and interdisciplinary cooperation. Due to these qualities they can count on professional and career advancement that allows them to achieve leading positions in political structures and business corporations.
When choosing an academic career, PEP graduates will have a comparative advantage in the research fields at the intersection of scientific disciplines where deep knowledge of philosophy and methodology of science is a crucial prerequisite. It is these very fields from which new scientific ideas usually originate and where the most pressing problems of contemporary societies can be reasonably tackled and resolved.

The program was developed on the basis of American model of teaching Public Policy Analysis – namely of Public Policy Institute of the Georgetown University and Johns Hopkins University, where the head of this program was teaching in 1993-1995. Since 2006 the Program accepts foreign students and provide courses in English. Particularly successful cooperation  with Witten – Herdcke University, Department of Economics and Management / (Germany).

The Master’s in Political Analysis and Public Policy is a two-year innovative program developing the skills required to articulate issues of public concern, analyze alternative policies, facilitate the adoption and implementation of specific public choices, and evaluate their effects. The program provides each student with a strong multi-disciplinary foundation of skills and knowledge and an opportunity to apply them to contemporary public policy process.

Our graduates are qualified and well prepared for a wide range of careers:

The opening of the “Human Rights and Democratic Governance” program was initiated by the UN Department Program and supported by our Public Policy Department. A working group composed of representatives of five major Russian universities (HSE, MSU, MGIMO, RSUH, and PFUR) was created to develop and promote the program. The program was the first of its kind in Russia and is analogous to the European Master’s in Human Rights, taught at the consortium of 41 European universities.

The program has been supported by a number of prominent human rights activists and NGO representatives both at regional and national levels. Besides being the first ever course on human rights in Russia, this program is innovative in many other ways:

  1. inter-university video connection-based courses will become part of the curriculum
  2. students will be able to have internships at partner NGOs or governmental organizations that deal with human rights, e.g. Ombudsmen’s offices at local and regional levels
  3. one of the main aims of the specialization is to deepen theoretical knowledge in the sphere of human rights and combine it with research work and practical activities

This Master Program in Political Analysis and Public Policy with concentration in Human Rights will provide students with deep theoretical knowledge, strong analytical skills and practical experience in human rights research, monitoring, advocacy and litigation. Human rights experts will be able to work in state institutions of human rights protection, regional and local administrations, social welfare offices, non-profit organizations, including human rights NGOs, international human rights organizations and international treaty bodies.

Students are expected to accomplish extensive readings of literature on theory and practice of human rights protection, learn and provide deep analysis of case-law of international bodies and Russian courts under supervision of University professors – experienced lawyers, handling cases in European Court of Human Rights and UN Treaty bodies, research in contemporary human rights, practice in Russian NGOs and state bodies.

Today this Master Program in Human Rights is the only one, where all professors, in addition to their outstanding academic records, have been the leaders or staff attorneys of the most prominent Russian NGOs for long period of time. This enables our graduates to combine high level of academic research with practical skills in advocacy, socio-legal and political studies, campaigning, promotion of human rights domestically and internationally.

Department of Public Policy is responsible for the implementation of the Cooperation Agreement between Higher School of Economics and the University of Bologna, which includes the development of a double degree program (started in 2014/15). Since 2009 the best students have been going to the University of Bologna and International University College of Turin for module- or semester-long internships.

4. Research skills in area of analytics and optimization skills, focused on stochastic optimization, predictive modeling, forecasting, data mining, business analysis, marketing analytics and others

An important advantage of this competence set is the resulting synergy effect of economic, technical and managerial skills. This allows you to identify and evaluate the possibility of using Big Data in the appropriate business context, to justify the benefits of this technology; to develop an architecture of Big Data system and implement it into existing enterprise architecture.
Program curricula provides a method for side-by-side formation of the competences of the four groups, based on an interdisciplinary project work.
The program provides students with a knowledge and understanding of the fundamental principles and technological component of BigData, preparing them for a career in scientific research or within companies

Scientific Council

The program is supervised by the international Scientific Council, which includes the representatives of universities, in which there are research labs or educational programs on BigData and the representatives of companies, providing BigData products and technologies.

Deadline: August 10th. If students miss the deadline, they are advised to take a one year Russian Preparatory course which will give them an opportunity to be independent, work in Russia as well as enjoy the social life in Russia freely. After one year they will be admitted in the 2-year English medium Master program.

Program overview

The aim of the program is to train professionals in the area of industrial production of software, information and communication technologies and systems for various purposes. The contents of the program is fully in line with international recommendations on teaching software engineering in university master’s programs, Integrated Software and Systems Engineering Curriculum.
The master’s program in System and Software Engineering includes two educational tracks:
•    Software Development Management
The track is aimed at training administrative managers, project managers and development teams, at a technological, economic and managerial level who will be able to organize effective administration for the projects of software development within a given budget and deadline.

•    Mobile Applications Design and Development
The given track covers broad variety of mobile platforms including specifics of development, design, marketing and analysis. The program disciplines cover all components of the mobile apps market: smartphone apps, wearables apps, IoT apps.

The contents of the master’s program are fully in line with international recommendations on teaching software engineering in master’s program, including:
Integrated Software and Systems Engineering Curriculum – Graduate Software Engineering 2009 (GSwE2009):Curriculum Guidelines for Graduate Degree Programs in Software Engineering, Computing Curricula 2005 and Software Engineering 2004, which are part of educational standards series Computing Curricula ACM and IEEE CS.

The curriculum covers best international knowledge, practices and all aspects of software production:
An important part of the educational process is developing teamwork skills in an environment typical for software development along with participation in real team projects, practical training and internships in leading Russian and Western companies which develop, consult and manage software projects.
During the first year all students of the System and Software Engineering master’s program follow a unified curriculum. All disciplines are taught in English.

Career

The master’s program involves internships – full-time practice in leading IT companies, including partner companies. Agreements on vocational training have been signed with Microsoft, EPAM, CyberPlat, PMSOFT group, DialogNauka, International Center for Informatics and Electronics, ROSECO, ТЕКАМА and others.

Our graduates will work in stated above organizations and other leading Russian and international software manufacturers, research centers of transnational companies, system integrators and IT departments of large Russian companies and governmental bodies. They will be highly sought after professionals in a fast growing labour market, and able to effectively participate in the industrial implementation of the processes of development, maintenance and support of complex software systems.
